Ukraine and UAE sign historic economic partnership agreement: new business opportunities

On 17 February 2025, President of Ukraine Volodymyr Zelenskyy met in Abu Dhabi with President of the United Arab Emirates (UAE) Sheikh Mohammed bin Zayed Al Nahyan. During the talks, the parties discussed the return of Ukrainian citizens detained in Russia and signed the Comprehensive Economic Partnership Agreement (CEPA) between Ukraine and the UAE.

In addition, the Comprehensive Economic Partnership Agreement (CEPA) between Ukraine and the UAE was signed during the meeting. This agreement liberalises the access of Ukrainian goods to the UAE market, covering such sectors as goods, services, investment and digital trade. The CEPA is expected to contribute to Ukraine's GDP growth, especially in the transport, metallurgy and food industries.

Key aspects of CEPA:

  1. Liberalisation of trade in goods and services: The agreement provides for the reduction of tariff and non-tariff barriers, which will facilitate the export of Ukrainian goods to the UAE and the import of Emirati products to Ukraine. This creates favourable conditions for businesses in both countries.
  2. Stimulating investment: The CEPA lays the groundwork for deepening investment cooperation by providing investor protection and promoting joint projects in various sectors of the economy.
  3. Development of digital trade: The agreement covers aspects of e-commerce and digital services, which will allow Ukrainian IT companies and start-ups to enter the UAE market with minimal obstacles.
