On 17 February 2025, President of Ukraine Volodymyr Zelenskyy met in Abu Dhabi with President of the United Arab Emirates (UAE) Sheikh Mohammed bin Zayed Al Nahyan. During the talks, the parties discussed the return of Ukrainian citizens detained in Russia and signed the Comprehensive Economic Partnership Agreement (CEPA) between Ukraine and the UAE.

This agreement liberalises the access of Ukrainian goods to the UAE market, covering such sectors as goods, services, investment and digital trade.
